Here are my observations on farming Blue Prints. I have found that the Vega Collection Centers (found in Planet View) are a good place to farm for Blue Prints. All of the Contractor Fleets go to the Vega Collection Centers before being shipped off world. There are four (or so) Mineral Ore Field/Helium 3 Fields around these Collection Centers, usually. When these Collection Centers all launch Contractor Fleets within a minute of each other, attacking as many of them as you can at the same time increased the odds of finding a Blue Print. I have had much more success with that, than I have with one fleet at a time. Some times even yielding 2 Blue Prints between 3-4 Contractor Fleets that I attacked. Good luck and happy hunting!

To expand tier 1 blue prints are Vega 20-25. Tier 2 blueprints are 27-33. But a lot of people tend to farm only the 27s in planet since that's generally available a lot eairler then the higher levels.

Also when farming for any tier bp always stick with the same tier dont stray and attack any other tier or fleets for example (farming tier 1 bps attack only 20-25 in planet cargo fleets not the rebel fleets) if you attack different tier or the rebel fleets it resets your chances of receiving the tier 1 bps if done correctly you can clear tier 1 bps in 5-7 days and only on a few hours a day the higher the tier the harder your chances are and the longer it takes if you have any questions just give me a pm here or catch me on vega conflict screen name for vega is BuG happy hunting
